Without a public debate or formal policy decision, contractors have become a virtual 4th branch of government. On the rise for decades, spending on federal contracts has soared during the Bush administration, to about $400 billion last year, fueled by a philosophy that encourages outsourcing almost everything government does.

Between 30,000 and 50,000 mercenaries, paid 2-5x the salary of the average US soldier, are working in Iraq with little oversight of their actions or work performance. Thousands of non-US citizens, have been contracted through legal loopholes, sometimes by ghost firms that disappeared without a trace.
