He also urged, "stiff new penalties to crack down on leaks, including prosecutions of journalists that publish classified information." The FDDC appears to be a follow-on to the old Director of Central Intelligence's Unauthorized Disclosure Analysis Center (UDAC).

"But this president, who is breaking down the boundaries between covert action and conventional war, seems to relish the secret findings and the dirty details of operations."


He relishes this? He isn't just looking for little legal circles, he's looking to keep these programs alive because he likes the idea of playing in espionage. Since when does using your own lawyers who will write opinions giving you legal justification for your actions constitute the "rule of law?"
