BushCo avoided stopping terrorist in order to make their case against Iraq

NBC News: "Military officials insist their case for attacking Zarqawi’s operation was airtight, but the administration feared destroying the terrorist camp in Iraq could undercut its case for war against Saddam."

Kinda like how preventing the terrorist attacks against the US on Sept. 11th would have undercut their case for a war against Afghanistan?
